They say I owe $193 for legal fees on my 2017 personal property taxes (I screwed up and paid late) , yet for some reason a couple of unexpected checks (with no explanation as to what they’re for) from the state show up in the mail for $16 and change. So which is it - do I owe you money or do you owe me? Finding out anything online is damn near impossible, so I either need to call or go down to some office somewhere...

In my neck of the woods, property taxes are administered by the county assessor & collector, not the state. The state is likely unaware of the property tax fee owed to the county, hence the checks from MO . However, it is a bit confusing since the DMV - under the watchful eye of the Mo Dept. of Revenue - won’t license your vehicle if you owe property taxes on it. At any rate, I would recommend you call the county collector’s office and inquire about the late fees. At least, that’s how it works in most counties... I know St. Louis and KC operate a bit differently in some ways. I wish you the best of luck!
